Tourist Use Housing (HUT) refers to homes entirely dedicated to rentals for periods of fewer than 32 days and must obtain authorization from the City Council and be registered in the Tourism Register of Catalonia.
Until now, there was no limitation to obtain this authorization and registration, but now the Generalitat has regulated it. In November 2023, the Generalitat of Catalonia approved a limitation on HUT licenses affecting 262 municipalities in Catalonia, 66 of which were in the province of Girona, mostly coastal towns. These municipalities faced housing shortages and were also characterized by a high concentration of HUT. In these towns, new HUT registrations cannot currently be processed until the local councils modify urban plans.
The limitation was ratified by the Parliament of Catalonia on December 20, 2023, and now a law must be passed to regulate it. However, ERC and PSC have already agreed on modifications to this law, affecting only 140 municipalities where there are housing problems (in Baix Empordà, it would affect Bisbal d’Empordà, Palafrugell, Palamós, and Sant Feliu de Guíxols). In other towns, each City Council will decide whether to request urban planning permits and apply HUT limitations.
It will be necessary to monitor the progress of this law and consult each City Council to find out whether they decide to limit HUT or not.
